A three-judge panel of the N.C. Court of Appeals has upheld the state's ban on video gambling.The court overturned a ruling by Superior Court Judge Howard Manning, who held that the state can't allow video gaming on an Indian reservation while banning it throughout the rest of the state.The law was challenged by a former video gaming operator who believed the state was violating a federal law by allowing the activity on a casino operated by the Eastern Band of the Cherokee Indians while prohibiting it in the rest of the state.
