When widening highways will no longer do, the city of Sugar Land, southwest of Houston, is looking up for answers. There once was a sugar plantation where cane fields stretched as far as the eye could see, and enslaved people—primarily African Americans—toiled away in the heat. In time, the plantation grew into a factory called Imperial Sugar, which grew into a city that was aptly named Sugar Land.
