Shanta Bingham, now in Georgia, was surprised and frustrated when her Broward election ballot never arrived in the mail — with only a few days left until the Nov. 5 general election. More than 215,000 people in Broward have already voted by mail ballot without any issues, the Broward County Supervisor of Elections confirmed Thursday.
