Detroit’s down payment assistance program has helped more than 400 first-time homebuyers. Harris wants to roll out something similar nationwide. Marine Corps veteran Darryl Williams had never owned a home. For the past few years, he was renting in a subsidized apartment complex in Detroit. While he only paid $352 a month, there was constant loud music and chatter, and he felt like an outsider.
