WOBURN -- The owner of the Lynnway Auto Auction in Billerica, accused of allowing an unlicensed driver to operate a vehicle involved in a fatal wreck during a May 2017 auction, will be arraigned in Middlesex Superior Court in Woburn on Thursday.
