Letter: Spills lead to questions

Saturday’s headline regarding the fine of $60,000 for two sewage spills into the Columbia River in 2017 (“City fined $60K for 2 sewage spills,” Jan. 5) raises several questions: Why did Clark Public Utilities make the changes to the cross arms described in the article ? Why does a person who is surprised that birds on wires might be startled have the responsibility for the management of public safety? Why did management not follow the manufacturer’s recommendations for exercising generators weekly? Which branch of city government is responsible for oversight of waste water treatment? Why did officials wait four days before issuing a public notification? For how long has the facility been understaffed and undertrained, and what is the explanation for this negligence? Does the city have a disciplinary process for such incidents, and if so did it take effect? The public deserves answers to these questions.
