CEDAR RAPIDS — Robert Norton, Jr. had alcohol in his blood when he crashed into Jennifer Koenighain on Interstate 380, killing them both. However, authorities said “there was no forensic correlation with intoxication as defined by the Iowa Code.” Cedar Rapids police released their findings in the Jan. 29, fatal crash on Thursday.
