Unemployment climbed across upstate New York in December, with nearly all metropolitan areas posting rates higher than the national rate of 3.9 percent.The Capital Region's unemployment rate rose 0.3 percentage points to 4.2 percent of the workforce. Only New York City posted a decline, to 3.9 percent from 4.4 percent in December 2016.The strongest job markets were to be found in the eastern part of the state.
