The Lancaster County Library and the county DSS office will not be moving to the vacant Springs Block downtown, after property owner Humana refused to allow environmental tests on the site that would be made public. County council had been exploring the option to relocate the library to a larger facility, and part of the process was what’s called a Phase 1 Environmental Site Assessment. But Humana wouldn’t agree to the assessment, which would check historical records of the property and include a site inspection.
