Albany, Troy hit with penalties over failure to report Hudson sewage spills

Albany and Troy must cough up $10,000 after failing to tell the state about massive municipal sewage spills into the Hudson River this summer.Under agreements this month with the state Department of Environmental Conservation, Albany will spend at least $5,000 on undefined environmental projects, and Troy must  spend at least $5,000 on new equipment to immediately detect when sewage spills are happening.Both cities violated a state law by failing to report numerous spills into the Hudson that were fueled by heavy rains back in late June and early July.
