Andrew Cuomo took a free private jet ride to the Virgin Islands last week that was paid for by a Manhattan billionaire who had just benefited from a bill signed by the governor, the state's lobbying and ethics watchdog signed off on the trip.But when a lobbying nonprofit pushing New York City Mayor Bill de Blasio's agenda took donations – including $20,000 from the same billionaire who paid for Cuomo's plane trip, John Catsimatidis – JCOPE issued subpoenas seeking information about whether these were illegal gifts to the mayor.
