Unemployment in the Capital Region in August rose to 4.2 percent of the workforce from 4.0 percent a year earlier, the state Labor Department reported Tuesday. Glens Falls' rate, meanwhile, was unchanged at 4.1 percent, the lowest among the state's metros. The Capital Region tied with Dutchess-Putnam for second lowest.
