Construction on a new building at Beaumont's Cattail Marsh will begin next month and is expected to be completed by early 2018, after City Council approved a formal agreement with the Magnolia Garden Club. The observation building overlooking the wetlands area will be funded entirely by the Garden Club, according to the agreement approved Tuesday.
