Now the ceremonial pomp of Washington is colliding with the circumstance of a major snow storm, forecast to dump up to a foot in some places by Monday night.

A self-described struggling artist from Missouri, Jacob Burmood says he could have used the $3,500 offered by the city of Sunrise to exhibit one of his abstract metal sculptures.
