The arrest stems from an incident on April 25, just before midnight when police were sent to a call for people fighting with baseball bats near the intersection of Taylor and Perry streets on the city’s West Side. A police report shows that Pharr had a broken bone in his hand and a fracture to his right elbow that will have to be operated on. Santiago was charged with second-degree assault, and disorderly conduct and was held in lieu of a $25,000 court appearance bond.
