NEW HAVEN >> Almost a half-century ago, Maria Melendez was among a small group of people who came together to start the Fair Haven Community Health Center.With a $5,000 grant in 1971 from the then-New Haven Foundation through the Alliance for Latin American Program, which was operating under the aegis of Junta for Progressive Action, the clinic offered its services free of charge two evenings a week in the Columbus School in Fair Haven.
