Councilors Isaac Benton and Klarissa Pena said Thursday that they are withdrawing their proposed “Fair Workweek Act” — a proposal that has generated intense opposition from business groups. They indicated, however, that activists may pursue the legislation as a petition initiative that would get it directly before voters in a special election.
