Staff reports In what is billed as the largest construction project on the state Capitol grounds since completion of the Culture Center in 1976, the $34.28 million renovation of Capitol Complex Building 3 got underway in earnest on Tuesday.Workers with Paramount Builders of St. Albans spent the morning erecting temporary fencing blocking off the site.
