Volusia deputy disciplined for cursing at middle school students on bus

A Volusia County deputy sent to handle a disturbance on a school bus was reprimanded for cursing at middle school students while waving handcuffs in their faces, sheriff's Internal Affairs reports state.Deputy Joshua Sheen told investigators “I educated them” but admitted he messed up since he used profane language while lecturing the middle school students, reports show.Sheen, who has been working with the Volusia County Sheriff's Office since October 2013, had not had any previous disciplinary issues or commendations during his employment, sheriff's spokesman Gary Davidson said.Davidson declined to release a school bus video of Sheen cursing at the students, saying public records law forbids it since the school bus video and audio is considered an educational record.A Volusia County School Board attorney said the video can't even be released if the students' identities are obscured."Districts are not required to provide redacted copies of education records and the district has not provided them in redacted form in the past," said Michael Dyer, district general counsel.According to reports, Sheen was dispatched shortly after 4 p.m. April 6 to Washington Avenue and Volco Road near Edgewater, where the school bus driver had stopped.Sheen, who was working an overtime shift in Southeast Volusia, made contact with the bus driver, Frances Carper.
