A Gainesville man was arrested Wednesday on elderly neglect charges after he was accused of leaving his 88-year-old mother, who has dementia, padlocked inside her home while he went to buy crack cocaine. On Monday afternoon, Bernard Hicks, 68, was riding a bicycle on Northwest 10th Street when he was pulled over for failing to halt for a stop sign, according to a Gainesville Police Department arrest report.
