A Tulsa man was charged Wednesday on an allegation that he videotaped sexual activity between himself and a 4-year-old girl. Charles William Cooper, 40, appeared Wednesday afternoon before U.S. Magistrate Lane Wilson in connection with a complaint that also contains alleges that Cooper knowingly received child pornography.
