White children struggle most in southern Oregon, while Multnomah County is toughest place to grow up black or Latino, study says

How could Portland and suburban Washington County be the best place for white children to grow up in Oregon but the worst for black and Latino children? Tonia Hunt, executive director of Children First for Oregon, says the poor outcomes for children of color in the county where the largest numbers of black and Latino families live cries out for policy fixes.
