NORTH OGDEN -- Brian Russell is out and James Urry is in. The two candidates switched places in their North Ogden city council race Saturday after provisional and absentee ballots were counted. With all votes in, Urry beat Russell, 2,048 votes to 2,008. Before the provisional and absentee counts, Russell was leading Urry by 11 votes.
