A D. C. fire department ambulance that was no longer in daily use was heavily damaged Monday night in a fire that appeared to be caused by arson, a fire department spokesman said. Firefighters arrived at the rear of the P.R. Harris Education Center on South Capitol Street about 7 p.m.
