The Chatham Area Transit Authority is working to rebound from some of the problems the organization has endured since two former high-level CAT officials were indicted late last year on federal fraud charges. On Tuesday, the CAT board of directors adopted an amendment to the transit organization’s procurement policy that requires each and every change order to a CAT contract to be approved by the board.
