Business Owner Who Killed Homeless Man Sued For $1.1 Million

Charlie Win Chan, an 82nd Avenue business owner who shot and killed a homeless man, was cleared of criminal wrongdoing by a grand jury in March. On Thursday, Sept. 7, 2017, however, the estate of the homeless man filed a $1.1 million lawsuit.
