Bps Instruction Lacking For Non-english Speakers

The number of non-English-speaking students in the Boston Public Schools whose English instructors are certified has dropped 13 percent since April — a daunting decrease at a time when the district is under a U.S. Department of Justice order to expand services or face court action for violating students’ civil rights.
