Former One Direction singer Liam Payne, 31, was found dead after falling from a third-floor hotel balcony in Buenos Aires on Wednesday, local officials told Argentine media. A San Francisco developer is banking on apartments for a vacant Cap Hill office building. Boulder County NAACP president Annett James then threatened in an email to make that information public if the city hired Redfearn — the Boulder Police Department’s interim chief — as the permanent police chief, Rivera-Vandermyde alleged in the news release.
