The Associated Press CHARLESTON, W.Va. - Stakeholders are giving lawmakers split opinions about possibly allowing public charter schools in West Virginia.Groups offered testimony during an hour-long House of Delegates public hearing Wednesday.Union officials and some teachers expressed doubt in how charter schools perform versus public schools. They said the reform would permit inequality across student populations, among other criticisms.Charter schools generally have more flexibility in using public money.
