Why Do Companies Hire?

In August, U.S.??companies did not hire any workers according to the Labor Department. On September 8, President Obama will give a speech to present his plan to boost hiring. It?s impossible to think about these two facts without discussing politics. What bothers me is that policymakers appear to lack an understanding of why companies hire.
