Significant rainfall in late December and over the first few days of 2017 upgraded lower Fairfield County’s drought condition from severe’’ to moderate,’’ according to the U.S. Drought Monitor’s latest report. For the first time in Connecticut history, officials declared a drought watch last year to encourage residents, businesses and local governments to voluntarily reduce their water use by 15 percent.
