Robert D. Ford said he had agreed to meet with Harrisburg police officials at 3 p.m. Wednesday. But Ford said he changed his mind after seeing news reports of Harrisburg Mayor Eric Papenfuse's comments that indicated Ford was at least partly at fault for the incident. Meanwhile, Harrisburg Police Chief Tom Carter said his officer made a mistake and Carter promised his officers "will get training in this area."
