Lancaster County’s inexplicable dropoff in property-tax collections, first noticed in January, is still a mystery, but a few things have become clearer over the past month. An $833,000 chunk of the shortfall has been identified as an error in the bill that a state agency sent to Duke Energy, the county’s largest taxpayer.
