UNIVERSITY HEIGHTS — Residents of the small town of University Heights will have a chance to fill its vacant city council seat during a special election Tuesday.Virginia Miller and Douglas Swailes are both on the ballot for a term that expires at the end of 2019. Noah Hughes, who was elected to the seat in November, resigned because he moved outside city limits.Polls will be open 7 a.m.
