Troy Boat Captain Pleads Guilty After Farmington Chief Drowned In Lake St. Clair

The man who captained the boat Southfield Fire Chief Keith Rowley jumped into Lake St. Clair from and drowned has pleaded guilty to operating a watercraft while intoxicated.William Jeffrey, 55, of Troy, entered the plea Thursday before 42-2 District Court Judge William Hackel III, according to a court clerk.
