Tougher Penalties For First-time Drunken Drivers Remain Elusive

ATLANTIA — Cam Ward now stands alone in the Hurricanes’ record book. The Miami star quarterback threw a touchdown pass to Elijah Arroyo in the first quarter of Miami’s road game against Georgia Tech on Saturday.
