CAIRO — The deputy interior minister of Moammar Gaddafi’s government arrived in Cairo on Monday in an apparent defection that buoyed opponents of the longtime Libyan leader. Nasser al-Mabrouk arrived from Tunisia on Monday morning with his family, according to officials in Egypt’s Interior Ministry. Mabrouk was hunkered down in a Cairo hotel, and opposition leaders had yet to meet with him. They welcomed the apparent defection as an indicator that Gaddafi’s rule was nearing an end.
