Portland officials are warning residents that astronomical high tides combined with heavy rains cast off by Hurricane Patricia could combine to create heavy flooding on some downtown streets. The current forecast suggests the flooding won’t be as severe as it was Sept. 30, when some city streets were waist deep in water and dozens of cars were trapped by floodwaters.
