ALBANY – The New York State Thruway Authority adopted a 2018 budget Monday that keeps tolls flat for the eighth consecutive year.The $1.56 billion budget, a 2.7 percent increase over 2017, includes $342.6 million in operating expenses and $863.3 million in capital expenses, with $458.8 million going toward the new Tappan Zee Bridge.Construction of the $3.9 billion span, now named after former Gov.
