A state prison inmate in Madison County settled a federal civil rights lawsuit in Houston Tuesday over an injury sustained when guards tried to restrain him and he nearly lost his foot. The Texas Department of Criminal Justice settled for $50,000 and also promised to look into moving the inmate, who now walks with a cane, to a medium security facility where he wouldn't have to climb any stairs.
