U.S. President Barack Obama on Wednesday will announce a plan to spend $5 billion to create new jobs during a visit to the National Institutes of Health, the White House said.

President Obama is cautioning job creation could move slowly as the nation recovers from an economic recession. He told CNN's "State of the Union" signs point to recovery, although creation of enough new jobs could be delayed until next year.

The Obama administration's fiscal stimulus plan will meet previous estimates to save 3.5 million U.S. jobs by the end of 2010, but the unemployment rate at that time may be higher due to further deterioration in the economy, a senior administration official said on Monday.
