MONTICELLO — The Sullivan County Legislature on Thursday voted unanimously to pass Local Law No. 2, known as Dean’s Law, to create an animal-abuse registry.Named for a 2-year-old pit bull-Rottweiler mix who was burned, tortured and abandoned, the law would require anyone convicted of animal abuse in Sullivan County to register with the Sheriff’s Office.
