A Stockton man has been charged with five counts of mail fraud in connection with an auto parts scam, according to U.S. Attorney Benjamin B. Wagner.According to court documents, John Steven Keplinger, 56, carried out a fraud scheme by selling what he said were used auto engines from Japan but failing to give customers what was promised.
