STOCKTON — Experts on homelessness describe a “shocking” negative impact on health and hygiene, including “outbreaks of preventable communicable infections,” ever since the city ceased its periodic cleanups of encampments in June.Based on those concerning descriptions, Stockton soon will resume the periodic sanitation efforts.The City Council approved the resumption by a 4-1 vote at Tuesday night’s meeting.
