For those of us fascinated by the procedural side of the legislative process, last week offered a graduate-level seminar in Parliamentary Maneuvers 401.First, in Senate Finance Committee, Senate Minority Leader Jeff Kessler, D-Marshall, took advantage of three absent Republican members to use the temporary Democratic majority for a vote to postpone indefinitely the charter schools bill (SB14).Procedurally, that's the deadliest of all delaying motions, unlike laying over a bill (which delays consideration to the next meeting), postponing to a specified date, or tabling (which can be reversed with a two-thirds majority vote).
