California's Department of Justice has rejected an emergency petition to ban hydraulic fracturing and other controversial oil well stimulation techniques commonly used in Kern County. Calling the petition "factually inaccurate (and) legally flawed," Deputy Attorney General Andrew M. Vogel wrote in a letter dated Monday that 2013's state Senate Bill 4 put in place some of the nation's most stringent regulations on the process known as fracking.
