The Texas Education Agency on Wednesday downgraded Beaumont ISD's financial accountability rating to "substandard" because the district failed to submit an audit report completed by an independent party. In November, BISD hired the Houston management consultant firm WCL Enterprises to restore the district's finances to working order after the FBI raided the administrative offices in its quest for records that would prove two former employees embezzled $4million. Financial ratings allow the state to evaluate the quality of school districts' financial management practices and hold them accountable for those methods, according to the TAC.
