If you park improperly in a Lancaster handicap spot, you might meet Richard Hall. He is 78. He has had a prosthetic leg for seven decades. He uses a walker or a cane. And he is on a mission. “I would like to remind you that you are in a handicap parking space,” says the flier that he hands to people as they leave their vehicles, or sticks under wipers if he doesn’t get there in time. Hall stakes out places where he knows there are problems.
