STAMFORD — A homeless man was charged with criminal mischief after police say he slammed a traffic cone into the windshield of a car at a Summer Street office building this week. Sgt. Jennifer Pinto said a police officer was stuck in traffic when he noticed an Uber car picking up a woman outside an office building about 5 p.m.
