Souter Low-key, But Fierce Defender Of Rights

David Souter had only been on a federal appeals court for a few months when he was tapped for the U.S. Supreme Court in 1990. Many Republicans hoped he would move the high court to the right. Instead, some have called him "the right's greatest failure." A source says Souter is retiring, giving President Obama a chance to make his first Supreme Court appointment.
